#5 Recover expired IBC client to Osmosis (07-tendermint-4)

The IBC light client 07-tendermint-4 on optio, which tracks osmosis-1, expired on 05 April 2026 (trusting period 285h was exceeded). This blocks the optio<>osmosis IBC channel(s) on connection-10. This proposal substitutes the expired client with the active client 07-tendermint-7, which was created with identical parameters and tracks the same counterparty chain (osmosis-1). The Osmosis-side counterparty client (07-tendermint-3640) remains active, so once this proposal passes, IBC transfers between optio and osmosis-1 will resume on the existing channels with no token denomination changes.
